The Commission of Counter Ghoul (CCG) is structed into a multiude of divisions. These divisions operate concurrently to efficently combat the Ghoul threat in Tokyo, Japan.
Not all divisions directly combat ghouls. The Office of Civil Security (OCS) is primarily responsible for intercting with the public and employees of this division will likely never witness a ghoul with their own eyes.
Here is a brief overview of the different Divisions in the CCG and their responsibilities.
The GCD is the primary investigative arm of the CCG. They focus primarily on Case world, Crime scenes, and Evidence gathering. GCD Personell respond to Civillian Disappearances, Suspected Ghoul Activity, and Post-Incident Analyasis. The GCD is the largest division in the CCG.
The TRD is the CCG's combat division. TRD Personell respond directly to ghoul-related threats and engage ghouls directly. All TRD Feild Officers are issued low-level Quinque weapons and recieve specialized training for combating ghoul threats.
The TRD has a special subdivision called the Special Operations Section (SOS). The SOS responds only to S+ and Kakuja related threats. Now much is known about the SOS by the public.
The SSD's main responsibility is maintaining communication and surveillance infrastructure. The SSD is responsible for communicating with outside organizations like the Police and central government.
The SSD is also responsible for internal investigations, surveillance of classified CCG facilities, and the surveillance of Half-Human Subjects.
R&D oversees ghoul biology research, Quinque development, and trauma response technologies. They perform both clinical study and live analysis, often liaising with the Garden and LED. Though officially detached from combat, R&D outputs directly shape the tactical capabilities of the CCG. Their labs are located primarily in the 2nd Ward.
The OCS acts as the interface between the CCG and the civilian population. Responsible for information control, media coverage, civilian protection, and family outreach, the OCS ensures that ghoul incidents do not cause widespread panic. They may also work with GCD during cases involving civilian eyewitnesses or survivors.
The LED handles the provisioning of field gear, Quinques, vehicles, armor, and all tactical tools necessary for CCG operations. They manage supply lines between ward bases and central depots, and work with R&D to test and distribute new equipment. The LED is critical to field-readiness and often accompanies large TRD deployments with mobile support.
